Successful consultations take the ENIGMA call forward
The ENIGMA objective to procure an ICT enabled lighting solution for five European cities is becoming more and more concrete: after 4 successful market consultations
, the project has now finalised its tentative schedule and will soon publish the PCP call. Over 120 business representatives took part in the meetings held at the end of April in Eindhoven, Malmo, Espoo and Bassano del Grappa. The presentations from the procuring cities and the PCP specialists organising the market consultations described the project challenge and the city contexts (they are available here
). There was plenty of interaction between the ENIGMA public procurers and private sector representatives attending, as captured by the report
that followed the events. The input given by companies that attended these events or that contributed through the market sounding response form is currently being analysed and incorporated into the tender documents.
Following its discussions with private sector representatives, the ENIGMA consortium has moved forward with the preparations for the launch of the PCP. The call will be published in January 2015 and will be followed by 2 industry online seminars meant to answer all outstanding business questions on the tender procedure. Only then will companies and consortia be able to apply with a very concrete idea to solve the ENIGMA cities' societal challenges linked to their public lighting systems. The call will contain an announcement of the common ENIGMA challenge, as well as a set of 5 more detailed descriptions of the local challenges in each of the participating local authorities. Part of the call, the invitation to tender (ITT) will specify the parameters within which the solution proposed needs to function and will list the evaluation criteria according to which initiatives will be selected at each stage of the PCP. Standardised forms will be provided for applications in January 2015.
